Skilled Worker Shortage Threatens Energy Transition in Europe

Europe’s push toward clean energy is generating employment and economic activity, but a growing shortage of skilled workers could become a major obstacle to the region’s climate ambitions. Electricians, technicians, engineers, plumbers and other specialized workers are increasingly needed to build, install and maintain renewable-energy infrastructure. 

The European Environment Agency estimates that Europe’s clean-energy sector employed nearly one million people and generated about €138 billion ($159 billion) in economic value in 2023. Its assessment focused on four key technologies: wind power, batteries, solar energy, and heat pumps. 

Wind energy was the largest employer, supporting roughly 273,500 jobs, followed by solar with more than 227,000. Heat-pump industries employed over 80,000 people, while battery-related employment stood at around 33,000. 

However, much of this employment is concentrated outside manufacturing. Over 75% of wind-related jobs were linked to activities such as maintenance, contracting and administration. In solar, almost half of employment was in operational activities, while another 36% was connected to construction. 

The shortage of workers is particularly significant because Europe is simultaneously trying to strengthen domestic clean-technology manufacturing. European solar manufacturers continue to face high production costs and strong competition from cheaper Chinese panels. Battery manufacturing, meanwhile, has expanded rapidly, with employment increasing by almost 35% yearly between 2010 and 2023, especially after 2018. 

Clean-energy employment is also unevenly distributed across Europe. Germany has the largest workforces in wind, solar and batteries, while Poland and Hungary have experienced the fastest growth in battery employment. Italy, Spain and Portugal have recorded strong employment in the heat-pump sector. 

The transition also risks leaving some workers and regions behind. New clean-energy positions may be created in different locations or require qualifications that workers from declining fossil-fuel industries do not possess. 

Europe’s 19.7 billion euro ($22.7 billion) Just Transition Fund is supporting affected regions, including roughly 2.4 billion euro ($2.77 billion) allocated in Poland for restructuring and retraining about 100,000 workers. 

The EEA projects that employment in wind and solar could double by the end of this decade. Yet shortages of qualified workers are already widespread across the EU. Without sufficient vocational training and retraining, projects could face delays, while businesses may struggle to expand. 

Workforce diversity is another challenge. Women accounted for only 14% of heat-pump workers and 26% of employment in batteries and wind, while young people aged 15–24 represented about 7% of workers in heat, solar and wind. 

Europe’s energy transition will therefore require more than investment in technology and manufacturing. Expanding vocational education, improving job quality and retraining workers in vulnerable regions will be essential to ensure that the clean-energy boom has enough skilled people to sustain it.
