The Trump administration is facing criticism after court filings suggested that billions of dollars in federal funding for clean energy projects were canceled because the projects were located in states that supported Democratic candidate Kamala Harris in the 2024 presidential election.
According to documents submitted in court, the U.S. Department of Energy (DOE) acknowledged that the grants canceled in October were not selected based on project performance, legal requirements, cost savings, or program effectiveness.
Instead, the filing stated that the grants were terminated because they were associated with so-called ‘blue states,’ states that voted Democratic and are represented by Democratic senators. The administration, however, has rejected claims that politics influenced the decisions.
A DOE spokesperson said reports describing the cancellations as politically motivated misrepresented the court filing, arguing that the reference to politics related only to the timing of the announcement rather than the decision-making process itself.
The dispute stems from a lawsuit filed by University of California faculty members and other researchers challenging the cancellation of Biden-era grants. The plaintiffs argue that the administration’s actions formed part of a broader effort to eliminate programs linked to the previous administration’s clean energy agenda.
The controversy comes as the White House seeks greater authority over federal grant funding. Under a proposed rule released earlier this year, discretionary grants would be required to support the President’s policy priorities while avoiding activities considered inconsistent with the administration’s values, including initiatives viewed as promoting anti-American values, racial preferences, or policies challenging the biological definition of sex.
Court documents also revealed that the Department of Energy initially reviewed over 600 clean energy grants awarded during the Biden administration and recommended many for cancellation, regardless of whether they were in Republican- or Democratic-led states.
However, the administration’s Budget Office ultimately terminated only 284 grants, nearly all of which were tied to Democratic-leaning states.
Russell Vought, the Director of the Office of Management and Budget, publicly announced the cancellations on social media, describing them as the elimination of almost $8 billion in funding for what he called the “Green New Scam.” The affected projects were concentrated in states including California, New York, Massachusetts, Oregon, Washington, Illinois, Colorado, among others.
Meanwhile, hundreds of grants in Republican-led states remained untouched despite having also been identified for possible cancellation during the departmental review. Chris Wright, the Secretary of Energy, has continued to defend the administration’s actions, telling lawmakers that the decisions were based on policy rather than politics.
